The Verkhovna Rada adopted two bills on Thursday, Jan. 12, aimed at curbing the shadow market of alcohol and tobacco via the е-marking of alcohol and tobacco products as well as fillers for electronic cigarettes.

First Deputy Speaker Oleksandr Korniyenko said in comments that upon enactment of bills #8286 and #8287 products would be required to carry, in addition to an excise duty sticker or band, a QR code with the following information:
- manufacturer/importer data;
- place of manufacture, storage, dispatch or sale;
- manufacturing equipment.
The QR code will be used to confirm the payment of the excise duty and the legality of the product. Thanks to the unique graphic element, the product can be identified and traced from its place of manufacture to the end seller.
"After the bills have come into effect, everyone will be able to check the authenticity of a product through the Diia app," Korniyenko added.
According to Digital Transformation Minister Mykhailo Fedorov, thanks to the bills state coffers will be replenished with billions of hryvnias.
"Our international partners estimate that the national budget loses more than 30 billion hryvnias ($810M) per annum because of the absence of due transparency. The sum is big enough for this reform to have a host of opponents both in the government and in the market. My thanks to the Committee on Finance, Tax and Customs Policy," the minister said.
